Canada
Canada passed Bill C-45, or the Cannabis Act, which legalized personal use and cultivation of cannabis for all adults! Storefronts opened on October 17, 2018. The bill makes marijuana legal but lets each province set age limits (typically between 18-21) and other restrictions, including whether cannabis can be legally sold in retail stores.
- The federal law allows adults to grow up to 4 cannabis plants per household.
- Medical marijuana patients can apply to grow extra plants.

Germany
Cannabis in Germany was legalized for adults aged 18 and over, starting 1 April 2024. German adults may possess up to 25 grams of weed in public, and 50 grams at home. Adults may grow up to 3 plants per person in the privacy of their home. There are no legal licensed shops, unlike in other countries, which means that growing your own weed is currently the main way to get your hands on it. However, Germany plans to eventually introduce “cannabis social clubs” for local residents to grow and distribute cannabis. Note: Foreigners and tourists have no way to legally purchase cannabis. Only German adults can grow and have weed.

Luxembourg
In July 2023, both medical and recreational cannabis cultivation and use became legal for 18+ adults, making it the second EU country to do so. In Luxembourg, adults can use cannabis in the privacy of their home and grow up to 4 plants per household. Public use, purchase, and possession is still illegal, which means growing your own is currently the only way to legally get your hands on weed in Luxembourg.
- Adults (18+) in Luxembourg may grow up to 4 plants per household, and must be on their personal property to smoke, grow, or possess cannabis.
Malta
In December 2021, recreational cannabis cultivation and use became legal for 18+ adults, making it the first EU country to do so. In Malta, it is legal to possess up to 7g in public, though public smoking is still illegal. Each household may grow up to 4 plants and store up to 50g of dried cannabis. Cannabis Social Clubs were also legalized, which can grow and distribute cannabis to members.

Mexico
In 2018, Mexico’s Supreme court ruled that the country’s ban on cannabis is unconstitutional, applying personal possession, private use, and home cultivation. In June 2021, Mexico’s Supreme Court ruled 8-3 to decriminalize the recreational use of cannabis, allowing 18+ adults to possess up to 28g of weed and grow up to 6 cannabis plants on their property. However, there has still not been a federal bill legalizing cannabis, with a legalization bill stalling in Congress.
- Adults (18+) in Mexico may grow up to 6 plants on their personal property, according to the Supreme Court of Mexico.
South Africa
The highest court in South Africa ruled in September 2018 that is legal for adult citizens over the age of 18 to use, possess, and cultivate cannabis, as long as everything is private and the cannabis is used for personal consumption. As of yet, there are no clear rules about what counts as private and it’s up to police discretion to determine whether someone’s plants are being grown privately or not. Although cultivation has been declared legal, there are no set rules about plant limits, and it’s recommended to only grow as much as you can personally use yourself. It is still illegal to sell cannabis.

Thailand
Medical marijuana was legalized in 2018. The health minister announced in March 2021 that Thai households are legally allowed to grow six cannabis plants to supplement their income. However, recreational use is still banned and all cannabis produced must be sent to a state medical facility. A good step, but still a ways to go. It’s important to always contact a local legal expert before growing cannabis!
United States (USA)
While cannabis is illegal at the federal level in the USA, many states have enacted various levels of legalization. It is extremely rare for individual people to be targeted by federal law enforcement if they are legal in their own state, however IT IS POSSIBLE.

Uruguay
In December 2013, Uruguay became the first federal government in the world to legalize cannabis for adults (recreational weed) in the modern era.
- Cultivation of up to six plants at home is allowed.
